The One for Another Advisory Council is composed of individuals representing the Region 2000 (Planning District 11) area. Each member brings an element of experience, volunteer or business, and/or entry into a type of organization or volunteer base.
This effort represents volunteers of all ages and from various affiliations -- colleges, churches, corporations, and civic clubs. From the needs perspective it also represents organizations of varying types -- schools, non-profits, city and county offices. The Advisory Council is charged to serve during this time of development and implementation to provide counsel, connections and aid in promotion of increasing volunteerism in Central Virginia.

Biographies
Joseph L. Bondurant – Amherst County Tourism/Economic Development Authority
Joe Bondurant is the current Director of Tourism for Amherst County, and the Economic Development Authority Contact. Before being promoted to Director of Tourism, Joe worked as the Recreation Specialist/Assistant Director of the Amherst County Recreation and Parks Department for 7 years. Prior to working with Amherst County, Joe worked as a State Park Ranger in North Carolina heading the Natural Resource and Interpretive Education programs for the Lumber River and Eno River State Parks respectively.
Local and regional programs Joe is currently involved with are: Give me Five! board; Art Meters Project board; Finance Committee Chair of the Fish Virginia First marketing initiative; Winton Country Club board; Solstice Festival board.
Joe is a 1997 graduate of West Virginia University with a B.S. degree in Recreation and Parks Management w/ Natural Resource emphasis.
Mike Daly – Adult and Community Services for Campbell County
Mike Daly is Director of Youth, Adult and Community Services for Campbell County, a position he has held since 2003. His department oversees a program known as RSVP (Retired and Senior Volunteer Program). The County has 275 senior volunteers working in more than 40 volunteer sites including hospitals, nursing homes, museums, thrift shops and schools.
Prior to his employment with Campbell County, Mike was the Executive Director of Big Brothers Big Sister of Central Virginia for 18 years.
Mike is also a community volunteer with several local organizations including Rebuilding Together-Campbell County, Interfaith Outreach Association, Daily Bread and Frannie’s House Steering Committee (Domestic Violence Shelter).
Scott Garrett - Virginia State House of Delegates
Dr. Scott Garrett grew up in Lynchburg, graduating with the E C Glass H.S. Class of 1974. Scott received his B.A. in Economics in 1978 and M.D. degree in 1984 from the University of Virginia. He has practiced as a general surgeon in our community since 1989, including distinguished service to the Johnson Health Center, the Free Clinic of Central Virginia, the Lynchburg Health Department and the Central Virginia Training Center.
In May 2006, Scott was elected to an at-large City Council seat. During his time on Council he has been a strong voice for fiscal responsibility and keeping city government accountable to the taxpayers. He has demonstrated the capacity and commitment to work with all citizens to address their concerns.
Scott's involvement in the business, cultural and civic activities of Central Virginia has been diverse and extensive. He has served on the Executive Committee of the Board of Directors of the Lynchburg Regional Chamber of Commerce, as well as past President of the Board of Directors of the American Cancer Society, Historic Sandusky Foundation, and the Lynchburg Fine Arts Center. His participation in the performing arts includes 13 years singing with FACination, a local choral group. He and his wife Whitney, along with their son Tyler, 6, and Haley Gray, 4, are members of Peakland United Methodist Church, where Scott sings in the choir and serves on the Board of Trustees.
Fran Inge – The Family & Children's Trust Fund of Virginia
Since November 2006 Fran has served as the Executive Director of the Governor-appointed Board of Trustees of the Virginia Family and Children’s Trust Fund where she administers and distributes financial awards to local programs and state level advocacy organizations for family violence prevention and treatment. Prior to working at the Virginia Family and Children’s Trust Fund she served as the Executive Director of CASA of Central Virginia where she was responsible for administering a volunteer driven court advocacy services to over 2,000 abused and/or neglected children. During her time at CASA she initiated and carried out a 5-year strategic plan that expanded CASA services in 5 counties and 2 cities that led to the opening of 3 satellite offices and a 300% increase in children receiving community volunteer court advocacy.
Fran is a Certified Fundraising Executive (CFRE) and holds her Institute for Organizational Management (IOM) certificate from the U.S. Chamber of Commerce. She was selected and participated in the Virginia Chamber of Commerce’s Inaugural class of Lead Virginia. She currently serves as the Immediate Past-President of the Piedmont Chapter of the Association of Fundraising Professionals where in November was named the Outstanding Executive Fundraising Professional of the year. She also serves as Immediate Past-President for Lynchburg Daily Bread. She holds a B.A. in History and Social Science from Emory & Henry College, M.ED. in School Counseling from Lynchburg College and Doctoral work in Educational Leadership from University of Virginia.
Tina Johnson – Randolph College
Currently, Tina is the Director of International Programs at Randolph College. She manages all aspects of the William F. Quillian, Jr. Visiting International Professorship, United Board Fellows visiting scholar programs and all other study abroad programs at Randolph College.
Tina also is involved with the following campus committees: International & Off-Campus Programs, Davenport Leadership Program, Institutional Effectiveness, International Student Services, and Mellon Foundation Grant: Exploring Experiential Learning. Service is a key element of all of these organizations.
Previously as Program Developer (2000-2001) of MetaFund/AmeriCorps Member – Oklahoma City, Oklahoma she gained strong insights into national volunteer organizations. From 1996 - 1998 she served in the United States Peace Corps as Teacher of English as a Foreign Language in Perm, Russia.
Walter Krug – CVCC Appomattox Center
Walter is currently Director of CVCC Appomattox Center (2007-present). Previously, he was Superintendent, Appomattox County Public Schools (1997-2007); Superintendent, Absecon (NJ) Public Schools (1987-1997); Building administrator, Alexandria City (VA) City Public Schools (1967-1987); and a Teacher, Fairfax County (VA) Public Schools (1964-67). He holds an undergraduate degree in elementary education and graduate degree in school administration and curriculum from George Washington University.
He currently holds volunteer positions at Holy Trinity Lutheran Church, Lynchburg; Appomattox Lions Club; Appomattox Educational Foundation Scholarship committee; Appomattox County Career and Technical Advisory Committee. Previous volunteer positions throughout his adult life include: Jaycees, Kiwanis, and Lions - at different times; Absecon Library Board; Absecon Emergency Management Team.
Walter also initiated participation in the United Way by school employees (including payroll deduction) as superintendent of Appomattox County Public Schools.
Dr. Andrew J. Larsen, CLU, ChFC, CPCU – Retired, GE Financial Assurance
Andy Larsen retired as Executive Vice President from GE Financial in 2003 after 34 years in the insurance industry - the last 14 with First Colony/GE Financial Assurance in Lynchburg. He continues his active participation in the community, both Lynchburg and Bedford County. Business acumen, administration and financial expertise contribute to sound decision-making processes and council benefiting any organization with which he is associated.
He has been involved with Lynchburg College since 1997 from Chairman of the Board of Advisors School of Business to Board Chairman of the Trustees (2005 - 2008). He remains a Trustee and continues to teach graduate classes, staying abreast of the changing attitudes of current college students. Andy is also on the Board of STEP with Links and an active member of Bethlehem Methodist Church, Moneta, VA, to name a couple of his current involvements.
JoAnn Brown Martin – City of Lynchburg
JoAnn Brown Martin has 28 years of experience with the City of Lynchburg. She is currently employed as its Director of Communications and Marketing. She created the Volunteer!Lynchburg program for the City of Lynchburg. The program serves as a clearinghouse for volunteers and attempts to match volunteers with other City departments. ??JoAnn also created the Lynchburg Citizens Academy in response to City Council's efforts to recruit individuals to serve on boards and commissions. The Academy is a 14-week course that creates a cadre of informed citizens who will be better able to become involved in community activities, will volunteer for Council-appointed boards, commissions, and task forces or will otherwise become involved in the City’s governance. It also provides an opportunity for citizens to learn about the City of Lynchburg government through first-hand experience and gain exposure to the wide range of government functions, services, activities and issues. Since its inception in 2002, the Academy has graduated over 230 citizens.
Marie O. Martin – Jim Martin Pontiac Buick GMC
Marie moved to Lynchburg in November 1996 and currently works in public relations and marketing for her husband’s business: Jim Martin Pontiac Buick GMC. Previously she was a real estate agent in Little Rock, Arkansas where she was listed in the top 25 realtors in the state for three years. She was a multi-million dollar producer and a member of the Million Dollar club. Prior to selling real estate, she was a Vice President and Branch Manager for a bank in Birmingham, Alabama.
Marie has been very involved with the community since moving to Lynchburg. She is currently serving a second term on the Business Development Center Board for the City of Lynchburg having been appointed to this position by city council. Previously she volunteered with Amazement Square Board where she spearheaded the Festival of Trees fundraiser, raising in excess of $100,000 over five years. Other volunteer opportunities were with the Adult Care Center, Education Foundation Board, Rotary Club of Forest (Charter Member, Past-President and Paul Harris Fellow), Lynchburg Life Saving Crew, Lynchburg Symphony Orchestra Board (Implemented D-Day Memorial Reception fundraiser), Friends of the Lynchburg Symphony Orchestra Board (Launched Valentine’s Gala and Golf Tournament fundraisers for organization and led Board to become major fundraising group for the Symphony 1999 – 2007), Lynch’s Landing, Interfaith Outreach, Lynchburg Woman’s Club, and Free Clinic of Central Virginia.
Marie attended Sacred Heart Academy and Junior College, Cullman, Alabama, graduating in May 1963.
Marie and her husband Jim have been married for 43 years. Their family includes one son, Rick, daughter-in-law, Amy and grandchildren, Courtenay (11) and Simon (2). Her hobbies include spending time with her grandchildren and golf.
B.J. McGraw – One for Another

Currently, B.J. serves as the Project Director for One for Another. She is a business change consultant with strong facilitation and change management skills accustomed to leading strategic company projects. Specializing in implementation and process improvement built upon Six Sigma methodology, Change Acceleration Process (CAP) and extensive experience in the financial services industry working with customers, sales, marketing and operations areas. She is a certified Black Belt project leader.
B.J. moved to Lynchburg and joined First Colony in 1989. During her time with the company she has been the recipient of GE’s highest individual contributor award – the Pinnacle Award and their top team award – the Everest Award, Genworth Financial’s Life Team Award as well as multiple program marketing related awards. Prior to coming to Lynchburg she had 11 years of banking experience.
She has facilitated multiple non-profit board retreats, served on various boards throughout the community, currently on the E.C. Glass High School Foundation board and has served as a visiting instructor/facilitator at Lynchburg College for their Certificate of Advanced Business Administration program and Mason Center programs.
Gabriela E. Nosari – United Way of Central Virginia

Gabbie has been employed with United Way of Central Virginia for a total of three years. She initially joined United Way from 2004-06 as the Volunteer Coordinator. This was a new position slated for organizing volunteer activities within the United Way and their partner agencies. Gabbie rejoined in 2008 and now serves as the Assistant Director of Development and Marketing. Her responsibilities include assisting with fundraising events and as a campaign manager to area companies and organizations. Although United Way no longer supports a volunteer coordinator position, Gabbie continues as a contact for inquiries regarding volunteer or community service activities.
Volunteerism has played a major role in her life. Prior to moving to Lynchburg she was actively involved with Martha’s Table (McKenna’s Wagon), a volunteer-driven organization distributing hot soup and sandwiches to the homeless in the District of Columbia. Gabbie has served as a volunteer in many of the region’s non-profit organizations such as Daily Bread, Amazement Square, American Cancer Society, Adult Care Center of Central Virginia, and Meals on Wheels. She served as a member of the Parents’ Council for Lynchburg College. Gabbie also worked as the Pro Bono Coordinator for Virginia Legal Aide in 2007-08.
Joan Phelps – United Way of Central Virginia
Joan has been with United Way for 13 years and is currently the Vice President, Community Impact. Prior to that she did contract work for United Way for Board Development and Project Balance which was a minority leadership development class. In her current role she coordinates United Way’s fund distribution process where hundreds of volunteers provide accountability to donors and determine where to invest funds in programs that create meaningful results.
She oversees the Information and Referral Program located in Central Virginia which is part of the Virginia Statewide System and one of the Regional 2-1-1 sites in Virginia. The 2-1-1 VIRGINIA Center – Central Region received AIRS Accreditation in December 2005. Joan is president of the Virginia Alliance of Information and Referral Systems (VAIRS) and represents the state on the AIRS Affiliate Council. She is on the Board of the Alliance of Information and Referral Systems (AIRS) the national professional agency for information and referral.
Joan also oversees the Smart Beginnings/Success By Six initiative in Central Virginia. Through this initiative the Success By 6 coalition has secured more than $1,000,000 to strengthen the services for early childhood development. These funds enabled the community to expand vital services and reach more families with young children that will create a stronger future for Central Virginia.
She is a Sustaining Member and past President of the Junior League of Lynchburg, Past President of the Lynchburg Fine Arts Center and serves as Secretary for the Virginia School of the Arts Board of Directors.
